Medicaid Transformation: Durham County Department of Social Services Offers Vendor Fair for Its Clients

Durham, NC - Medicaid, a state and federally funded program that offers health coverage to eligible low-income people was signed into law on July 30, 1965, as an amendment to the Social Security Act.  Now 54 years later, Medicaid will no longer be a fee-for-service health plan, where health providers receive payments for each test, service and screening, or procedure conducted. Medicaid Transformation will change the program to a managed care model.

 

The NC State Department of Health and Human Services will work with selected managed care organizations who will receive a set amount of funds each month to cover health care costs for each person enrolled in Medicaid.

 

On Monday, July 8, 2019, from 1 to 5 p.m., the Durham County Department of Social Services will offer Medicaid beneficiaries the opportunity to speak directly to the health care plan representatives at their Medicaid Transformation vendor fair. The fair will be inside the Durham County Human Services Building, 414 E. Main St., Conference Rooms A, B and C. This will allow clients to compare the health plans and to choose the best one for their needs. The health plans available in the NC Medicaid Managed Care for Durham, are: Well Care, UnitedHealthcare Community Plan, HealthyBlue and AmeriHealth Caritas. Beneficiaries must choose a primary care provider, or PCP. The health plans work with different PCPs. At the vendor fair, beneficiaries can find out if their current PCP works with a health plan they select to utilize for services. Also, people will receive all relevant information about the NC Medicaid Managed Care mobile app, along with phone numbers on whom to contact. The administrator selected by the state is the organization known as Maximus. They will be responsible for the full administration of NC Medicaid Managed Care for the state of North Carolina.  DSS’ role will continue to be the agency that determines eligibility only. Maximus also will be on hand at the vendor fair to field questions

Durham County Department of Social Services created this vendor fair with its clients in mind, understanding that change can be difficult, and believe that having an opportunity to have their questions answered in person would ease the transition.  Medicaid Transformation will go into effect in stages throughout our state. Durham is among the first counties where NC Medicaid Managed Care will go into effect November 1, 2019. All Durham Medicaid beneficiaries must be enrolled by September 13, 2019.
