The Durham County Department of Social Services Announces Operational Changes

Durham, NC--- In the wake of the COVID-19 crisis, Durham County’s Social Services Department is taking steps to protect both the public and its employees from the virus. The agency will be implementing these measures, effective, Tuesday, March 24, 2020:

1). Please call 9-1-1 to report child abuse and neglect and dependency, and to file a report for adult abuse, neglect or exploitation.

2). DCoDSS’ public office hours will be 8:30 a.m. until 3:30 p.m. Monday through Friday. Visitors to the agency will not be seen by a DSS staff person unless they are presenting a NEW application for benefits We ask that new applicants be patient as you can expect some wait time for service. New applicants can apply for benefits electronically as well, by visiting,

3). Current clients should utilize the DSS dropbox located in the main lobby of the Human Services Building street entrance, 414 E. Main St. Also, any information related to your case can also be mailed to Durham County DSS, P.O. Box 810, Durham, NC 27702.

4). Citizens should use the North Carolina ePass website for the critical services of Food and Nutrition Benefits  (SNAP) and Medicaid. Visit to file an application.

5). Paper applications for Food and Nutrition Benefits (SNAP), Medicaid, Child Care, Work First, Child Support and the Low Income Energy Assistance Program (LIEAP) are available for pickup in the first floor hallway, outside of Lobby 9 at the Human Services Building, Monday through Friday between the hours of 8:30 a.m. until 3:30 p.m. Please note that all of our lobbies will be closed to the public.

6). Durham citizens are strongly encouraged to CALL FIRST before making a trip to the agency offices, 919-560-8000.

7). With our lobbies closed, and vital applications being placed on tables outside of the Lobby 9 hallway, we ask that all citizens exercise the rules of social distancing, and remain 6 feet away from one another when picking up applications.

While the COVID-19 situation is fluid, Durham County DSS must take the necessary precautions to limit the spread of the virus. The public is encouraged to conduct business with the Department by phone or through the online portal ePass.
