New County Manager Delivers Proposed Budget

Durham, N.C. – Durham County Manager Wendell M. Davis delivered his recommended FY2014-2015 Budget to the Durham Board of County Commissioners on Tuesday, May 27th during the Board’s regular session. Davis characterized his proposal as a “maintenance budget” that provides no new services and primarily shores up existing service levels.

The $552,364,861 spending plan recommends a property tax increase of 2.73 cents. Of the increase, 0.86 cent will go toward for debt obligations on financed projects; 0.87 cent for General Fund operational needs and 1.0 cent to support “human capital” or the initial implementation of an employee compensation study. The recommended FY 2014-2015 countywide tax rate is 80.17.

The total recommended Durham County budget increase is $25,924,430 or 4.92% over the current budget. For the owner of a home valued at $150,000, the change represents an additional $40.95 to that tax bill.

Durham Public Schools is slated for current expense funding of $118,863,146. Davis noted that DPS funding is mostly, “flat”, with the exception of a $629,835 increase from the sales tax. The Schools will also receive $1,370,000 for capital funding along with along with $30,224,672 to pay debt on school facilities.

Forty-Six nonprofit agencies are recommended for funding of $818,668, a 4.9% reduction from the current budget. No funding is recommended for any agencies not funded in FY 13-14.

Over the coming weeks, the Board of County Commissioners will four hold work sessions to review the budget proposal. Those meetings are set for:

May 29th at 1:00pm
May 30th at 9:00am
June 10th at 1:00pm
June 12th at 1:00pm

A public hearing for the budget is scheduled for Monday, June 9, 2014 at 7:00 p.m. County Commissioners are expected to vote on the final spending plan on Monday, June 23, 2014. The new fiscal year begins on July 1st.

Copies of the budget are available for review at the main Durham County Library, 300 N. Roxboro St. and in the Clerk to the Board’s Office at 200 E. Main St. The proposed budget may be viewed online beginning on May 28th at www.dconc.gov
